This is a long shot, but check to see that the modem lines are set right.  I 
don't know the device you are using, so it may just ignore the modem lines 
anyway.

I've run into this before on USB serial ports.  The modem lines for serial 
ports on the motherboard get initialized by the OS, but the USB ones don't.

You can use TIOCMGET and TIOCMSET ioctl's to get and set the lines.  I've got 
a little utility that does this if you want it.
