Either check 
/etc/hotplug/usb.distmap
and add an entry for the CanoScan 650
or
load it at boot time using
/etc/init.d/boot.local

Which SANE-Version? At least, check out SANE-1.0.9 and
patch it with plustek-0.45TEST5 from the download page
at www.gjaeger.de
