Well, here's what really happened. Yesterday, someone
suggested I install libpopt-dev which made all the sense in the world
to me. I went to the debian archives via dselect and found it and
could have sworn I installed it. Maybe I accidently aborted the
installation at the last minute by hitting the wrong key instead of y,
but somehow, it never got installed. There were no tracks in /var/lib
or no new popt libraries except for a bunch of popt-related files from
the standard libpopt0 installation.
I did have some old backups of the system from last January
when gpsim did work and I saw lots of tracks from popt-dev so I knew I
should have the same files now. I didn't which explained everything.
I installed libpopt-dev for real and this gives one
/usr/include/popt.h which is where configure is looking. I remember
seeing cppopt.h in /usr/include and thinking that was it. It's still
there, but just plain popt.h also appeared after I installed libpopt-dev.
I did another make and the onion still has at least one more
layer to peal back.

I did get gputils to build the first time.:-) I couldn't
believe that my old gputils was installed on November 8 of 2003. I
went from 0.11.7 to 0.13.3.
