I believe Pikdev does not support ICD2. Piklab has some support of ICD2
but Piklab does not run under Windows.

Last time I tried the gputils-mplab plugins and it worked. What
is your version of MPLAB? Maybe the old plugins do not work
well with new versions of MPLAB.
You can always use gputils without MPLAB.
