Subject: Bugfix(stable version): DATE command retruns localtime

DATE command returns localtime instead of gmtime. All versions of 
NewsCache containing this bug. Thanks to Matthias Andree (Leafnode 
Maintainer)  for reporting!

I created a "Patch Level 1 p1" Version from NewsCache-0.99.22, see

I hope, that i am soon ready to release next development release 
(1.1.12) wtih enhenced cache management (newscacheclean). In my 
installation, i reduced the required Cache Size from 4,5 GB to 1,2 GB! 
 First newscacheclean  purges  all "outdated" articles which are in 
stored external files (.art*). This store method is used for articles, 
which are larger then 15kB. This will be the first "real" new feature in 
1.1.*. With this version, i will release also a new socket++ version 
with so called "named sockbuffer". This is usefull in communication 
errors scenarios, if the sockbuf throw a sockerr exception. With the 
sockbuf name, it is easy to identify the "error socket". socket++ will 
also contains patches from Jason Toffaletti for Mac OS X support.
