I am sorry of silence to Herbert.
I am tight of time now so I cannot still achieve logical final.
But I have some result that coul be pleasant.
Thanks for your tips I almost got NewsCache-1.12 up and running.
My trouble was I could not compile NewsCache on rh-7.3 based platform upgraded with gcc-3.1.
So I needed the latest Socket++-1.12.9 (it does compile and install with same spec from 1.12.8 SRPM downloaded earlier) and little part of Tilman's patch concerning default parameter values in two functions in Article.cc . I removed those values at all, and it was enough to build and launch Newscache, and do reading and posting on the local INN.
So the patch would concerns only 2 lines, I think you guess what.
I am sorry I cannot promote this to real stable RH system to build redhat binary. I simply migrate from RH now. But I did RPM for my system, based on spec from ALT Linux (Sisyphus repository), just replacing their's particular macroses like %{__makeinstall} by real ones and product version, of course, too. I think it would be rather simple to build one, I just don't put them on public because I'm not experienced on authoring and licensing, they just work for myself. But I surely would send both patch and spec to anybody who can take RH porting.

PS. Oh, and... Is it possible to iconv()-decode the XGTITLE on a per-uplink basis? it would be useful since here (Russia) the INN (koi8-r) and IIS (windows-1251) NNTP servers use to co-exist? however postings encoding is the same elsewhere, so XGTITLE is only stuff needed to decode. It would be a real feature. Thanks again.

My understanding is, that the client has to convert the characters, but 
newscache act in some ways like a newsclient. Can you explain this 
situation more in detail?
