There was a big rush a couple of years ago to see who could build the
smallest server. The winner was a fellow who put a TCP/IP stack on a
matched size PIC.
The problem is that most people kept the code proprietary. I guess they
thought it would be their ticket to wealth and fame <sigh>. I did find an
open source implementation done by a Russian fellow, but haven't seen
anything since.

A pseudocode version was also covered in a Circuit Cellar article about two
years ago called $25 web server.
