It looks as though it would work with the 16F628 in high-voltage
programming mode, which is entered when MCLR goes high at least 5 usec
before Vdd, so the 100uF cap on the regulator may need to be increased
to give it more time to charge up before you start. Also you need to
start with the serial port powered down or else put a switch on the
output of the regulator (in which case you don't need to change the
100uF cap) to ensure this.
