When I saw this, I thought it would be as easy as:
    gtk_notebook_set_scrollable(GTK_NOTEBOOK(sbaw->notebook),TRUE);
after the gtk_notebook_new() call, but that didn't work.

I'll try to remember this until later. You could add this
as a feature request on gpsim's sourceforge.net page.
