The frequency setting in gpsim (the 'frequency' command in the command
line interface) doesn't affect simulation speed. It is used by gpsim
to calculate simulated time. (There was an idea around to make gpsim
slow down simulation if it was faster than real time, but it haven't
been implemented.)

#if use gui
If you want the simluation to run slower, you can try decreasing the
'gui_update' value on the main gpsim window (e.g. 1). The gui_update
value controls the interval with which the GUI updates. This is a crude
way to slow the simulation down. Or you can use the CVS version of gpsim, 
which has animation modes (delay of 100, 300 or 700 milliseconds per 
cycle).
