You can build a programmer yourself, there are dozens of web resources
explaining how to do it.
For the software, try prog84 (versione 3.0a15). It supports many types
of programmers.
If you want to buy a pre-built programmer, I'd warmly recommend wisp628
(see www.voti.nl/wisp628). It's cheap and supportys ICSP and serial
pass-through.
