You should try the PIC16F87x family: it includes the in-circuit
debugging feature.

Concerning the programming tools, I developped GPICD, a GPL'd programmer
+ in-circuit debugger (http://gpicd.sourceforge.net). It supports .COD
files generated by gpasm. I also propose a simple target-powered
programming/debugging interface, but any other parport-based interface
may be used.
