For a cheap and easy programmer, get the PicKit USB programmer.  It
only supports a handful of the 8- and 14- pin devices, but it's really
easy to get started.  I like the 16F688, a 14-pin device with USART
and factory-trimmed 8 MHz clock.  $3.08 in onesy-twoesy from digikey.

The PicKit works fine with Linux:

It's $36 from digikey. (DV164101-ND). Includes LEDs and a switch and
pot for quick prototyping of simple circuits, and a snap-off
prototyping area laid out for a MAX232 and 9-pin D-sub serial
connector.
