For less than $25 you can get Wisp628 in kit (and for $35 assembled and
tested).
And Wisp628 lets you program the PIC while already in place in the
target circuit. You don't have to disconnect the programmer to start
the target and you can do cool things like remotely reset the target.
It supports a pletora of chips: www.voti.nl/wisp628
It works from windows and linux.
