Two quick points. In older hardare like the 74161 4 bit syncronous counter
is called a preset.

Note that while this process gives you precise interrupts, that if you're
trying to keep track of real time, you lose a bit of accuracy by stopping
the clock and loading it with another value. For all precision timing applications
the timer needs to be free running.
