I don't think that picprg2.3 works with anything mode other than SPP.

The printer driver doesn't need to be unloaded as the io calls access
the port directly bypassing the driver.

My suggestions:

1) Set SPP in the BIOS.
2) Leave the printer driver loaded.
3) Bit test picprg using the config page.
