I think the concensus on the board right now is that the best supported
Linux based PIC programming software system is Alain Gibaud's Pikdev. You
can fid it here.

It should work with yout Tait hardware if you properly configure and test
your hardware.

The problem is that David's linuxpp doesn't have 16F628 support more likely.
Pikdev has support for most of the current PIC chips.
