a midi input device... do you mean something like a keyboard? midi controller or something similar? i'm not an expert, but i think the PIC is probably a bit of overkill for this application. i built a midi controller last year with a 68HC11 which ran at 2Hz or something ridiculously slow like that and it handled it just fine (scanned 48 notes with velocity readings and sent out serial at 32K Baud, which is the rate at which midi messages must be sent). you could even just implement a key scanner on something like an 8051 to decode digital input from your keyboard and then handle interface requirements (such as LCD, keypad etc) on something like an HC11. 

of course you could probably do the whole thing on a PIC too :-) but it may be more expensive!
