Hi Stuart,
pic16f84a is an older chip, I would use pic16F874 or another in this 
serie.  There is a number of free programmer software, e.g. ic-prog and 
inexpensive do-it-youself programmers.  PIC16F87* will make your life 
easier because they have hardware serial port and more memory.

Also, I think NutsNVolts had several projects on MIDI devices, might be 
a good idea to see how other people did it.
