Of course this is a good idea. GNUPIC web page
and the gnupic mailing list are the main starting
point for PIC development under Linux. So maybe
you can announce it here and get it linked to
the GNUPIC website.
By the way, there is already some nice web pages
like http://www.micahcarrick.com/. Maybe you can
check them as well.
