Looks like you could be missing "libqt3-mt-dev".

If you're using debian or a derivative, then running something like "apt-get 
build-dep kate" will do a good job of pulling in all the required 
dependencies for a KDE/Qt app.

If Qt3 is installed to somewhere like /usr/share/qt3, then you can specify 
this location to configure by using

"./configure --with-qt-dir=/usr/share/qt3"
