As a Linux "newbie", I do not think the following solution is
satisfactory for gpsim. I tried the alien package and got 
apt complaining about broken package. So I uninstalled the alien
deb and reinstalled the old version. I do not want to
have a broken system after installing a package.

How to build latest gpsim for Debian? I've got the latest
CVS source as well as the source tar ball from the website.

as for the gpsim-dev rpm,
after alien I used:

dpkg -i --force-conflicts gpsim-devel_0.21.4-2_i386.deb

this forced the package to install despite the complaints. The newer version
of 
gpsim seems to be working now.

(Oh yes, of course there was the oh so important 'ldconfig' afterwards)
