Try to set the environment variable QTDIR on Debian.
# set env for QT development
export QTDIR=/usr/share/qt3
I think I had this problem before when I was building another KDE
application on Ubuntu (Debian based). Hope this helps.
I have not met any problems building Ktechlab.
I have the following QT3 package installed.
libqt3c102
libqt3c102-mt
libqt3-compat-headers
libqt3-headers
libqt3-i18n
libqt3-mt-dev
qt3-apps-dev
qt3-dev-tools
etc
