gpsimWin32 empty processor list?

I grabbed gpsim-1.21.10-20050927-setup.exe from the gpsimWin32 site at
http://gpsim.sourceforge.net/gpsimWin32/gpsimWin32.html (many thanks,
Borut Ražem) and it seems to not intitialize the processors list
correctly (same with several older versions). A recent tar.gz CLI-only
build seems to work well, however.
Does any one have any suggestions? Is there a problem with the way the
ProcessorConstructor class static instances get initialized?
