Thanks. I tried the MinGW build script make-mingw and NSIS script 
gputils.nsi.in under Windows and both work nicely. 

Only one minor change is necessary in make-mingw under MinGW/MSys.
CC=i386-mingw32msvc-gcc --> CC=mingw32-gcc

Maybe it is a good idea to bundle these two scripts in the 
source snapshot package.
