I've been very happy with the JDM-style serial programmers. Spark Fun in
Colorado is a reseller of such programmers (made by Olimex)

Their PIC-PG1 serial programmer, for about $11, works great. It needs
software to drive it. I use it under Linux, using Pikdev. I believe
there are several software programs that work on MS Windows (spit!) as
well (see Olimex and Spark Fun for links to those programs).

There is a Debian package for Pikdev, available from the Pikdev site.
It is very easy to install Debian packages, so I rather tend recommend
it. On the other hand, it should be easy to install Pikdev on any Linux.
