It is not a gplink bug.  It is a gpasm bug.  If you view config.o, the 
section size is 0 bytes.  So gplink doesn't include the section in the 
output.  This only happens if the .config section is the last section in 
the file.  If you put a dummy section after the config, the output will 
be correct.  I will fix gpasm.  Give me a couple hours.
