I guess Linux-usb-users is a good place to ask the 
usb related questions. Alan Stern and some others
are very helpful there.

Another thing is to enable the usb debug option in your
kernel rebuilding. In that case, dmesg produces much more
information and not as cryptic as usbmon.

By the way, a lot of the people in Microchip Forum USB
section solve their problem by adding a 470nF capacitor
to the Vusb pin (220nF to 1uF should be okay). Just in
case you forget to do that.

You can try also connect it to Windows to see if it is 
only a Linux problem.
