They do it in most digital cameras now.  I don't think that it is all
that complicated.  Is is probably even easier if you only need to read
it.  Of course, the file system is one part; and then you have to talk
to whatever media is holding the data.  Things get much more
complicated if you are trying to do (for example) wear leveling on Flash media.

There are many books that document the file system layout.  You might
try "The Programmers PC Sourcebook" or "PC Intern".

I would look at the source to mtools.  That is a stand alone program
that handles DOS floppy disks.
