Today I read the README for MPLAB C18 V3.01 and I have some concerns
about this. I will try to install V3.01 and see what will happen.
From MPLAB C18 V3.01 README file:

3. What's Been Fixed in This Release

(27358 / 27515) The #pragma config directive causes unimplemented bits
to become 0, but should be left a '1'.
Unimplemented/reserve bits are now included in the mask and
default settings when the bit must be maintained set.
If I understand this correctly, the unimplemented bits should be
left as "1".
