You can use any reasonable powerful PIC to do it if you have
the time and expertise. For example, you can port Wisp628A
to use the 18F instead of using the 16F628A. Programmers
like PICkit 2 is indeed using 18F (18F2550).

The point is that it is not easy to develop a PIC based 
programmer. So there is no easy way out. The firmware itself 
is quite complicated. I think it is better to leave them to 
the pros.

You do not need a PIC actually if you build those simple
programmers, like those described here:
http://pikdev.free.fr/hardware.html

There is no "software based programmer", no matter how good the
software is, the software itself will not program the PIC. ;-)

There are simple programmer you can build. You can use it
to program a 16F628A and then build another programmer like
Wisp628A. So far I think Wisp628A is the easiest PIC based
programmer to build. Beyond that I would tend to buy a
ready-made programmer. That is why I bought the PICkit 2
instead of building it.
