I've got the patches and build script from the author of the Debian 
packages (John Steele Scott), I am able to built the Debian packages
under Ubuntu 5.10 (need to install gcc-3.3 to avoid compiling errors).
I've asked him to release the patches to the public.

I think it is also possible to build the binutils and gcc packages
from source without using RPM or DEB. The third support package is not
really a package --> we just need to copy the relevant files 
(header files, linker scripts and libraries) from the Windows C30 
package (C30 is quite easy to install under Wine) to the correct 
locations. But as such it is a no-source package and it can not
really be redistributed freely according to Microchip license.

From the following thread, we will be happy to know that Scott will
start to work on gpsim with dsPIC!
