Hi Stan,
Have you solved the problem?
I think you need to install the 'devel' version of gtk2.0 to have
pkg-config. I think gtk-devel is for gtk 1.x in your system
and it only has something like gtk-config and glib-config.
I realize this because I need to install gtk1.2-devel for an
old program which requires gtk 1.x.
