Hi,
The Pic18F252 do not work correctly at 3.3volts. You have to change it by a
pic18LF252  ( the picxxLFxx serie is a Low Power serie).
Second it depends upon your board. If your board has been developed with 5
volts in mind (regulators and Zener Diodes) you will never see it working
correctly.

I have just populated a small board with a pic18252. The board has been
used
before at 5V. Is there anything special I need to do?

Clock is 10MHz resonator. Internal x4. It is not oscillating. Reset is
at 3 volts.

Programmer is operating at 5V.
