The "best" tool is invariably context sensitive. If there were a bast tool
for all pics an all situations, then there would only be one tool, right?

Learn asm first. This facilitates communicating with others and learning
the underlaying architecture. Then try out other tools until you find one
that you are comfortable with. 

I still write in asm. I'm slowing working on my NPCI compiler to get it into
a usable state. I've dabbled in JAL and with SDCC. Each has their pros and
cons.

There is no best tool.
