MPLAB (MPASM/MPLINK/... all integrated)? It is free. It supports all
(or almost all)
PICs. It is officially supported. But it is not natively running under
Linux. It could
be running under Wine though but I guess then running Windows is better.

For native Linux application, take a look at
gputils/sdcc/gpsim/pikdev/piklab/...
