It looks like part of the tool chain is losing a '/' character when
building the URL. I would guess that
     http://security.ubuntu.combreezy-security/universe
should be
     http://security.ubuntu.com/breezy-security/universe

Oh, and in regard to

I run several Gentoo machines, one of which does a regular (weekly)
emerge sync / emerge -uf world, on an ISDN link. It's a bit of a grind,
but by getting the file server to fetch all the updates to local cache
overnight on a Saturday it's hardly noticeable.
