Maybe you have a 'low voltage' serial port. I use picprog myself with a
home-build¹ JDM-programmer and it works without problems on my normal PC.
But It doesn't works on my laptop because the voltage of my serial port is
to low (±5V).

To solve this I have build a 'serial port power booster'². With that I can
use picprog on my laptop, but only at 600Mhz, not at 750Mhz³. 750Mhz only
works with a little hack⁴.
