Well it sure doesn't here. Debian Testing picprog 1.7.
OP is running picprog 1.8 which doesn't work here on my PG2C. :-(

ls -l /dev/ttyS1
crw-rw---- 1 root dialout 4, 65 2005-12-16 21:10 /dev/ttyS1
And I am in the dialout group.

I _was_ going to show the results of running a user and root, but
it seems that even root doesn't work now.  As root it starts
burning but after ~1 hour it hasn't quit.  The same for reading.
With no change, other then running wine, the same chip(s) burn and 
verify, and read back fine using icprog.
