Quite apart from the poor schematic layout, I'm actually struggling to 
see how on earth C1 ever gets charged up. It sure won't work on a low 
voltage serial port, and I'd be dubious about it on a MAX232 type one. 
And even on a very old style serial port it's limited to flash devices.

Now I remember why I rolled my own.
