I would expect it to work with most desktop PCs. My homebrew
programmer is based on the older JDM programmer shown on the
picprog hompage. It works fine with the three PCs here. The
open-circuit serial port voltage on this machine is slightly
less than +/- 12V.  I checked the voltages on the JDM board
while programming a PIC16F628. VDD is exactly the same as yours
at 5.2V. The voltage on MCLR is 11.8V. I used a 12V Zener diode
instead of the recommended 13V.

I have never programmed a 16F874 with my programmer. I know that
some JDM style programmers need to be modified to program the
PIC16F627/628. Pin 9 and 10 of the 627/628 needs to be grounded to
prevent the PIC from going into LVP mode. Are there similar
issues with the 874?
