You probably need to install the -dev package for gtk+-2.0
Are you using the latest Ubuntu? I had very little success with
Gpsim on Ubuntu 6.06 and Debian Testing (Etch). I had a lot of
problems with the text in the source viewer window and a lot
of segfaults.
Gpsim works great on this Slackware 10.2 machine and on Debian
Stable (Sarge).
When you get to running the gpsim configure script, it will probably
complain about a missing gtkextra-2.0.pc file. gtk+extra installs in
/usr/local by default. I was able to fix this problem by copying
/usr/local/lib/pkgconfig/gtkextra-2.0.pc
to
/usr/lib/pkgconfig/gtkextra-2.0.pc
