No, it is also a hardware-problem. Not all ISA-adress lines are connected,
just the ones that are needed to initialise the 3C509B-card and to
communicate with it. If you want to use another card then probably other
adress-lines are needed and off course you have to rewrite the PIC-software.

The reason why a 3C509-without-B doesn't work is also a hardware problem.
I have only connected 8 data-lines, but a 3C509-without-B can not work
in 8-bits mode. To get a 3C509-without-B working you have to connect 16
data-lines.
