William,
1. gEDA is a very complete schematic capture & pcb layout tool. Its native Linux
and he price is right. You might have to create the symbols for various chips.
2. In my opinion, the PIC18 and above is the only way for generic PIC
development. The smaller pin count devices make sense for large production
quanity products but the price difference bewteen the PIC16 & PIC18
does not warrent using the PIC16 series.
