(1) Cadsoft has a free version called Eagle that runs nicely under Linux.
Schematic/PCB Layout with autorouting.  <http://www.cadsoft.de>

Debian has an Eagle package.

(2)  Use the resources available at www.microchip.com and Google.
Plan on spending a lot of time reading.
