If I understand you right, the answer is probably no, and the reason is that the GCC suite does not support the PIC family instruction set. GCC is designed to do the whole works on full spec modern processors like i386+, PowerPC or Alpha. What you want for a PIC is a toolset that's actually designed for small chips. Something like GNUPIC and SDCC.
