I wouldn't consider the cp210x devices for a new design. SI has shown
contempt for the GPL with their driver release:

I suggest you get a PICkit 2 or build a clone. Schematics and code
are on Microchip's website. There are suppliers that will ship you a
PIC burned with the image of your choice, solving the chicken-and-egg
