No you will not be able to flash your first PIC with a USB-->Serial
Converter. You need to have something else (a programmer) to
flash the bootloader firmware inside the PIC (not all Flash PICs
support bootloading) and then you can use your USB->Serial
converter with the bootloader to update firmware.

If you are new beginner, PICkit 2 is a better solution to get
you started smoothly.
