I've just started taking a look at JAL:

Wouter's language is high level, procedural, and will generate code for the
16F87X series chips. I'm still trying to determine how efficient it is in
terms of processing expressions and statements. But at first glance it seems
reasonable for PIC work.

It also has quite a widespread set of libraries for manipulating common
I/O devices. Lastly it will inject assembly language directly into the
code for those times when nothing but assembly will do.

Since this is the GNUPic list and linux is welcome I can point you to my page:

which has my trivial PIC programmer. It does low voltage, and consist of
$2 of Radio Shack parts plus the parallel port cable. Works fine with
Brian Lane's picprg2.3a, which is a version that my students and I modified
for the 16F87X series chips.
