my cygwin version is:

bash-3.2$ uname -srv
CYGWIN_NT-5.1 1.5.25(0.156/4/2) 2008-06-12 19:34

gcc version is:

gcc (GCC) 3.4.4 (cygming special, gdc 0.12, using dmd 0.125)

Function fgetwc is declared in /usr/include/mingw/stdio.h and in 
/usr/include/mingw/wchar.h.
